Предмет. Безопасность является важнейшим элементом общественного (публичного) сектора экономики, на содержание которого приходится значительное количество бюджетных ресурсов. В данной сфере задействовано большое количество занятых, реализующих соответствующие этой отрасли функции и предоставляющих услуги.
Цель. Обоснование безопасности как отрасли общественного сектора, выявление внутренних связей с другими отраслями публичного сектора — образованием, здравоохранением, культурой и пр.
Методология. На основе обобщения статистики занятости в сфере безопасности за последние годы автором формулируются сложившиеся в общественном секторе тенденции. В статье обобщен опыт исполнения этой функции органами власти отдельных зарубежных стран.
Результаты. Определено, что в России система безопасности является чрезвычайно централизованной и институциализированной главным образом в режиме сдерживания, ориентируясь преимущественно на нейтрализацию факторов прямого воздействия (терроризм, пожары, техногенные аварии и пр.), тогда как факторы косвенного влияния (экономические и социальные диспропорции, нарушение принципа верховенства права и равенства всех перед законом, физическое здоровье населения и пр.) не получили надлежащего институционального оформления.
Заключение. В заключение в статье сделан вывод, что для эффективного обеспечения безопасности не следует создавать единый центр ответственности, поскольку не меньшее значение функция нейтрализации рисков имеет и в других отраслях публичного сектора. Одним из перспективных способов противодействия глобальным рискам являются механизмы внутренней самоорганизации общества.
Subject. Security is an essential element of the public (public) sector of the economy, the maintenance of which accounts for a significant amount of budgetary resources. In this area, a large number of employees are involved, implementing functions relevant to this industry and providing services.
The purpose of the article is to substantiate security as a sector of the public sector, to identify the internal links with other sectors of the public sector — education, health, culture, etc.
Methodology. On the basis of summarizing the statistics of employment in the security sector, the author has formulated the trends in the public sector in recent years. The article summarizes the experience in the execution of this function by the authorities of certain foreign countries.
Results. It is determined that the security system is extremely centralized and institutionalized mainly in containment mode, focusing mainly on the neutralization of the direct impact factors (terrorism, fires, technological accidents, etc.). But the factors of indirect influence (economic and social disparities, the violation of the rule of law and equality, physical health of the population and so on.) have not received the proper institutional design.
Conclusions. The article concludes that to ensure effective security, one should not create a single center of responsibility, since the function of risk neutralization is of no less importance in other branches of the public sector. One of the most promising ways of counteracting global risks is the mechanisms of internal selforganization of society.
