Цель статьи — оценка эффективности реализации государственной политики в сфере здравоохранения в сопоставлении с развитием системы государственной службы в органах управления данной отраслью. Гипотеза предполагает закономерное соответствие процессов в развитии отрасли здравоохранения и в аппарате государственной службы, осуществляющем управление данной отраслью. Ключевым методом является факторный анализ, связанный с привлечением статистических показателей, характеризующих развитие отрасли, и определением степени их влияния на общую тенденцию развития. В статье предложены интегральные индексы для оценки эффективности функционирования системы управления здравоохранением. Выявлено, что рост показателей развития здравоохранения происходил на фоне аналогичного возрастания значений показателей в отраслевой системе государственной службы. Все использованные показатели являются независимыми, поэтому одновременный рост и снижение индексов отражают существование объективной эмпирической закономерности. Самые низкие значения индекса развития здравоохранения отмечены в 1999–2003 гг., одинаковые значения индекса отмечены в 1991 и 2014, 1985 и 2016 гг. Реального развития здравоохранения все постсоветские годы не происходило. За все анализируемые годы значение индекса развития государственной службы в органах управления здравоохранением снизилось на 6%. Система государственной службы эволюционировала нестабильно и в целом функционирует сегодня на уровне, сопоставимом с началом 1990-х гг., но хуже середины 1980-х гг. Можно сделать вывод, что отрасль в настоящее время развивается более быстрыми темпами по сравнению с управляющей ею системой государственной службы.

 

The purpose of the article is to assess the effectiveness of public policy implementation in the public healthcare sector in comparison to the civil service system development in the health management body. The hypothesis supposes logical compliance of processes in the development of the public healthcare sector and civil service management body, which administers the given sector. The key methodology used is factor analysis, connected with reference to statistic indices, which characterize the sector development and determine the degree of influence on the general development tendency. The article offers integral indices for the effectiveness evaluation of the healthcare management system. It is revealed that the growth of healthcare development indices took place simultaneously with a similar increase in the index values in the system of public service. All the indices used are independent, so the simultaneous index growth and decline reflect the existence of an objective empirical pattern. The lowest values of the healthcare development index were marked in 1999–2003, the same index values were noted in 1991 and 2014, 1985 and 2016. It was proved that during post-Soviet years the real development in healthcare did not occur. For all the years analysed the value of public service development index in health management bodies decreased by 6%. The civil service system evolved unstably and generally functions today at a level comparable to the early 1990s, but worse than the mid — 1980s. It can be concluded that the healthcare sector is currently developing at a faster pace than the civil healthcare management body.
