Современные императивы социально-экономического развития нашей страны выдвинули на первый план определение концептуальных подходов к национальным программам инновационного развития на средне- и долгосрочную перспективу. Настоящая статья служит вкладом в решение этого вопроса, обращаясь к вопросам построения системы механизмов институционального обеспечения государственной политики по стимулированию инновационной активности промышленных предприятий. Целью статьи является разработка комплексной системы финансовых, организационных и управленческих механизмов стимулирования инновационной активности промышленных предприятий. Для этого использованы методы системного, функционального, статистического, факторного анализа. К числу основных, полученных с их использованием результатов относится концепция системы институционального обеспечения концентрации инновационной активности промышленных предприятий и формирования условий опережающего развития высокотехнологичного и среднетехнологичного высокого уровня секторов обрабатывающей промышленности. Перспективным направлением дальнейшей работы на основе разработанной концепции является решение комплекса задач инновационного развития с использованием предложенного авторами комплекса стимулирования инновационной активности предприятий и организаций.
The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors. A perspective area of the further work based on the conception elaborated is to solve the innovations development problems using the complex of the means initiated by the authors to stimulate innovation activity of the enterprises and organizations.
