Adaptation of Mathematical Tools for Scenario Modeling in a Digital Environment of Multilevel Strategic Management

Abstract

The deepening of the digital transformation process has a significant impact on the functioning of the institutions of the state and society. The improvement of the methodology of strategic planning in the public administration sphere on the digital platform formation basis and the process concept development for a technology of hierarchy management decisions support adapted to the uncertainty of the development environment becomes relevant. The structural elements of the scenario modeling system are considered. The key aspects of the formalization of scenarios modeling tasks and the basic settings of the analytical and computer tools for its implementation are identified have taking into account the capabilities of digital management technologies and the institutional foundations of multi-level strategic planning in the Russian Federation. The obtained results will allow forming the basis of the algorithmization of functions for an intelligent system of scenario modeling with the support of solving tasks of strategic goal-setting and programming.
