These reasons are wrong goals and incorrect indices of reforms results measurement. Efficiency increase was declared as the main goal of all the reforms. In accordance with ISO 9000:2014 (Quality management systems - Fundamentals and vocabulary) efficiency is a relationship between the result achieved and the resources used. In reality efficiency is very often understood as profitability or commercial benefit. All the results of any activity have qualitative and quantitative outcomes. Reforms results in a social sphere can’t be adequately estimated without taking into account the qualitative results.
