Strategic Planning as a Component of the Managing the Socio-Economic Development of a Municipal District

Abstract
The aim of this study is to develop a strategy for the socio-economic development of a given territory. The relevance of this issue stems from the fact that long-term, including strategic, planning tools and methods play a vital role in the governance system of a municipal district. The research revealed that both standardized methodologies and customized solutions are appropriate for the development of such strategies, depending on the characteristics of the planning object and the availability of data on its performance over a certain period. These custom solutions are especially necessary in later stages of strategic development, such as diagnostics, competitiveness assessment through cluster analysis, goal setting, and the justification of flagship projects (including scenario development and estimation of required financial resources). The strategy must take into account the municipality’s specialization, its role in the regional economy, the existing socio-economic development strategy, results of cluster-based competitiveness assessments, funding sources, and other contextual factors. The authors justify the need for continuous monitoring, analysis, documentation, and open access publication of detailed information on changes to the strategy’s objectives and the indicators used to measure their achievement. The research employed a variety of scientific methods, including analysis and synthesis, deduction and induction, systems thinking, analogy, comparison, classification, logical generalization, graphical data presentation, and content analysis of literature sources. Based on the results, methodological recommendations were formulated for professionals involved in municipal governance to assist in the development and implementation of socio-economic development strategies.
