Artificial Intelligence in Public Administration: Partnership or Symbiosis?

Abstract

This study aims to analyze the role of artificial intelligence (AI) in the transformation of the public and municipal administration (PMA) system. The article explores key areas of AI integration into the public sector, along with realworld examples of AI applications in government agencies in both Russia and abroad. It introduces a classifier of AI solutions for PMA, including potential pilot platforms and international counterparts. The article emphasizes that AI functions not merely as a tool but as a full-fledged partner capable of fundamentally reshaping governance approaches. The study concludes that institutional and technological readiness is essential for the large-scale implementation of AI in public administration. The research employs methods of international case analysis and comparative evaluation of AI implementation practices. The findings may be valuable to public administration professionals, digital solution developers, and government bodies planning to introduce AI technologies.
