Abstract
The article considers the origins of socially oriented managerial considerations in the light of the utopian socialism founders’ creative inheritance in post manufacture period of R. Owen, K. Sen-Simon and Sh. Fourier, who laid the foundation of scientifically justified disregard to the concept of the classical political economy political liberalism and its adepts’ conclusions about business system self-stabilization under the conditions of competitive freedom limited by nothing. It was detected that R. Owen, K. Sen-Simon and Sh. Fourier socially oriented managerial considerations are the basis for so popular and well-known nowadays in the economic science the integral scientific innovations as the doctrine of society’s social control under the economy and the doctrine of socially oriented market economy. The conclusion is made that based on the utopian socialism managerial views the domestic managerial science will be able to overcome all the stereotypes and myths of the past in the economic policy and scientific consciousness, public mass opinion in the process of forming the socially oriented market economy.

Abstract
The article considers the prerequisites and major problems connected with the management crisis in the international Olympic movement, analyses the economic results of the Olympic Games organization and suggests the scenarios of holding the structural changes in the system of world sports management. As a methodological tool we use the TAIDA method suggested by Mats Lindgren and Hans Bandhold in their programming work “Scenario planning. A connection between future and strategy”. The topicality of such an investigation is confirmed by the growing scandal information reports connected with the system problems in the world sports.

Abstract
The article analyses the data about two sociological investigations of small and medium enterprises in the Yaroslavl region in 2008-2009 and 2014-2015 crises periods in order to compare the degrees of problems importance facing them in each period. Approximately 500 enterprises and individual entrepreneurs working in all the branches of region economy accessible for SMB are the object of the investigation. In the result of the respondents’ questionnaires comparative analysis the positive dynamics in legislation vision by small and medium business subjects has been detected, but entrepreneurs attitude towards the legislation quality is likely to be negative. The tax legislation amendments in between crises period have shown the positive dynamics of entrepreneurs’ vision. However as viewed by entrepreneurs small business subjects still need in Government support and the ways of which are not efficient enough. In the result of research the conclusion is made about the necessity of differentiating measures to support small and medium business subjects.

Abstract
This paper explores the possibilities of the use of centralized network approach to detecting and countering crises in the economy. In the study the examples showing the scope of effective application-centric methods and approaches were offered. There are two common errors that occur while treating the centralized network control paradigm. The first one is based on incorrect network-centrism identification with computer technology. The second one comes from misunderstanding that gathering the fullest possible information for making a decision is a necessary and sufficient condition for the development of centralized network approach. Loyal view is based on the assertion that synergy lies in the network-centric paradigm. The synergistic effect is revealed in all elements coherence. In heterostructural networks interactive elements are equal in installed on the network ratios unlike the systems with hierarchical structure. In other words, the operation of all nodes is under the control of the same rules of other nodes interaction. The heterostructural networks have a simpler description, but they are much worse studied than hierarchical systems. It is also connected with the fact that the issues of ensuring purposeful behavior and management, as well as providing self- management in such a system occur. It is always assumed that there must be a subsystem, in which you use the purpose of the operation. As a result of the study the following hypothesis was empirically confirmed: in network-centric management model to improve the quality of management decisions risk system decreases (compared with a hierarchical organization).Worsening management solutions quality network-centric system error is increased (compared with a hierarchical organization). It was concluded that the network-centric management practices have the greatest positive effect in precisely those sectors where there is a high quality of management decisions.

Abstract
The strategic managerial accounting can become a means of survival for small and medium business (SMB) in the Russian economy during the period of crisis. The aim of the given article is work out the practical guidelines on implementing in the organizations of SMB the elements of strategic managerial accounting, the basic planning elements planning in particular. Within the framework of the conducted investigation the key development factors of SMB organizations have been detected. Six variants of implementing planning elements for SMB organizations have been elaborated on the basis of scenario approach with the account of Russian economic realities, as well as the actual and discounted magnitude of cash flows necessary for the conversion of each of them have been evaluated. In the result of investigation the conclusion has been made that implementing the elements of strategic managerial accounting, the current planning specifically, in the Russian organizations of SMB is necessary for their survival. It has been demonstrated that SMB organizations possess all the possibilities for implementing a short-term planning by themselves even under the sircumstances of crisis in the Russian economy.

Abstract
The aim of the work is to elaborate the methodology, economic and mathematic models and tool means for short-term forecasting the scientific investigations and innovations sphere’s indicators. It considers the system of neural networks forecasting the economic indicators as a part of hybrid, regressive and intellectual forecasting system, and its implementation as exemplified by the scientific investigations and innovations sphere’s indicators in the Russian Federation. The forecasting data by 72 measures (96%) out of 75 scientific investigations and innovations sphere’s indicators were successfully modeled and received. The conclusion is made on the basis of computer experiment that the use of such a system allows not only to raise the accuracy and quality of the forecast calculations, but to use them also in management outlines for achieving the target indicators. The further investigations are aimed at system parameters’ optimization in order to improve the efficiency without losing accuracy and quality, improving the management service of indicators’ models calculations.

Abstract
The factors of forming and implementing the system of managing the organizations’ business processes in the form of electronic document circulation corporate system (EDCCS) enabling to avoid the excessive paper document circulation are considered in the article. On the basis of statistic data the organization activity before and after implementing the EDCCS has been analyzed. The factors of direct and indirect effect gained from the usage of this system are distinguished. In the result of analysis the conclusion is made about practicability of implementing and using the EDCCS in the organization activity boosting efficiency growth and rationality of the organizations units’ interaction in order to achieve the goals set by them.

Abstract
According to numerous scientists’ and company leaders’ points of view the modern state of enterprises’ management quality at macro- and microeconomic level does not correspond to time requirements and demands to search for the ways of its raising. Being a multilevel concept the enterprise’s management quality depends on among other leaders’ competence, enterprise’s adaptation to environment changes and its competitiveness. As the major ways of solving the problems of raising the management quality it is suggested to change the cadre policy, to implement the managerial innovations, to be concentrated on providing coherence in the work of the administrative staff machinery, to use the ways of formal and informal management.

Abstract
The article considers the problems connected either with the very essence and nature of the information or the organization of its distribution and movement in the social and economic systems. In the result of research the conclusion is made that despite the long-standing tradition the term “information” cannot be construed only as “data” or “records” by the reason of the fact that for the first time it had been used in Aristotle Latin translations for the notation of the matter transmission into form(in-formatio) driven by the idea. Taking into account the given circumstance the article suggests the new interpretation of the concept about the economic and managerial information as the aggregate of intangible resources capable to give rise to quantitative and qualitative changes in material system, being the object of management. The traditional schemes of information distribution and transmission in management systems are analyzed in the article and the conclusion is made about their limitation due to lock in the figure of individual manager. The scheme of information distribution and transmission in management system based on management team members’ equality, formed in accordance with modern management theory, changes in combining PAEI management styles is offered as the alternative.
