Abstract

The development of new technologies, reducing the economic and physical costs of access to the unique resources of the Arctic, has simultaneously identified a set of interrelated economic and geopolitical problems arising during the Arctic territory development. Therefore, the subject of research of the article is the problem of the Arctic communication system formation, without which the further development of the region is not possible. The authors tried to substantiate the priority directions of the development of the communication system of the Arctic region with the aim to ensure continuous mobile access to strategically significant resources of the region in the current economic and geopolitical tendencies. The article proves that the main task of developing the Arctic should be to ensure the sustainable development of the Arctic region, which can not be achieved without the formation of an adequate level of a system of transport communications which meets the set goals and objectives of the development of the territories. Limited resources with a significant amount of required initial capital investment require an informed choice of priority investment areas, “points of growth” of the system of communications formed. The main conclusion is that the provision of operational access to the strategic resources of the Arctic is impossible without further development of the transport communications system in the region, and first of all the marine transport infrastructure (in particular, the Northern Sea route). At the same time, the impact of the redistribution of traffic flows on various aspects of the region's livelihoods, including the labor market and the social sphere, requires a separate study.

Abstract

The article states that in the management theory there is a contrast between the concepts of effective corporate governance and the management of business processes, while the process approach solves a number of problems of improving the model and practice of corporate governance.

The purpose of the study is to demonstrate the sources of synergies from the implementation of strategic management using the principles, models and tools of the process approach.

The methodological basis of this article is the presentation of a Balanced Scorecard (BSC) as the business process framework for strategic management of the company, and the BSC tools - the strategic map and key performance indicators - as attributes of its maturity assessment in accordance with the requirements of the ISO / IEC 15504 series standards, its measurement and control, respectively.

In the article results of an estimation of experts of economic services of some companies of practice of application of key indicators of efficiency and strategic cards from positions of process efficiency are resulted. A number of proposals are formulated to develop the methodology and improve the practice of applying a balanced system of indicators in the management of a modern organization through process efficiency tools - the system dynamics model, statistical process control and reliability management. The importance of transforming the strategic map into a full-scale cause-effect diagram is emphasized by including in the model feedback loops and supplementing it with formal flow diagrams, as well as a system of differential equations using automated systems and graphic and visual modeling languages (ELMA BPM, DYNAMO, Ithink). At the same time, the practice of statistical verification and measuring the possible consequences of strategic decisions and the “processing” of risk should be formed.

Formation of the information-logical structure of strategic management of the company using the model and tools of the process approach will allow to formalize its procedures and results, providing prerequisites for efficiency and continuous improvement, achieving a new level of competitiveness and relationships with owners, personnel, and the market.

Abstract

The current state of credit and banking sector is characterized by high competition between credit institutions, taking place in context of increasing business volatility. To maintain competitive advantages, credit institutions have constantly to new conditions - to create new services and products, to continuously enhance efficiency, to introduce innovations. Credit institutions need new, more effective management approaches. Therefore, it is vital to develop new management methods, more flexible than the traditional ones, expanding the capacity of a credit institution to perform financial intermediation between entities of financial and economic activity. It is also important to develop tools, which allow these methods to be applied. To solve the problems under consideration the system approach, fundamental analysis methods, financial mathematics, process control theory and risk theory were used.

A methodology has been created for managing financial resources in credit institutions. In accordance with this methodology, the improving efficiency of financial management can be achieved by means of decentralization of financial resources management, the use of a management mechanism based on setting the boundaries of performance indicators and automation of management based on process approach. The process approach based on business-processes, executed in software environment, allows to change rapidly the parameters and schemes of interaction between business-units, and also allows the employees to avoid many routine tasks. The speed of decision-making in the context of centralized management is limited by human factor: much time is spent on making the decision by the hierarchy chain of managers. This problem is solved by delegation of authority to lower-level departments. The use of management, carried out implicitly, by means of changing of performance boundary values and decentralized management mechanism parameters, allows to avoid negative consequences of decentralization, such as possibly uncoordinated actions of a department. The methodology of financial resource management in credit institutions also allows to perform management of the credit institution's business on the account of financial resource distribution by means of transformation of the corresponding business-processes. Currently in Russia there are conditions for implementation of the developed methodology: the credit institutions are automated to a considerable degree and possess both financial and information technologies manpower. The systems based on process approach appeared on the software market. One of such systems - RunaWFE was developed in Russia in the course of this research. Both theoretical basis and technical conditions are ready for the implementation of the developed methodology in Russia.

Abstract

The modern imperatives of the social and economic development of our country brought to the forefront the determination of the conceptual approaches to the long- and medium-term national development programs. The paper contributes to solving the problem with the focus to elaborate the system of mechanisms of the institutional provision of the state policy to stimulate the innovations of industrial enterprises. Its objective is to form a complex system of financial, organizational and administrative mechanisms of innovation stimulation in industrial enterprises. System, functional, statistic and factor analysis methods were applied for this purpose. Among the results achieved with the given methods there is a conception of the system of institutional provision of the innovative activity concentration of innovation activity of industrial enterprises and the formation of the terms to advance the development of the high- and medium- tech manUfacturing sectors. A perspective area of the further work based on the conception elaborated is to solve the innovations development problems using the complex of the means initiated by the authors to stimulate innovation activity of the enterprises and organizations.

Abstract

The paper provides a methodological and methodical study of creation of a federal risk management system in the sphere of economics at the federal level (further - FRMS) provided for in a number of normative and concept selection documents recently accepted in the Russian Federation in order to organize and a regulate the activities for ensuring economic security of the Russian Federation. The study offers an evidence-based methodological basis for the creation of the FRMS with the use of modern approaches to the analysis of complex organizational systems. The research takes a system and vital methodological approaches and is based on the theory of development, the theory of management, and risk management practices of economic entities. The study states the methodological approach to the creation and functioning of the FRMS in concordance with “The strategy of economic security of the Russian Federation until 2030”. The authors identify the main characteristics of a national risk management system which features a higher level of complexity as compared to a corporation, a variety of terms and factors of existence and development, and a wider range of challenges, threats and risks as well as objectives and thus a wider range of operational values, criteria and sustainable development and efficiency indicators. The paper provides the bases for the realization of the purposes and functions of the FRMS and details its objectives. The article describes the methodological platform of the FRMS formation. The realization of the suggested methodology requires the involvement of subject matter specialists in various areas of knowledge and design - social systems, institutional approach to social and economic management, modeling of social objects, organizational systems, information and conceptual modeling, macroeconomics, information technologies, cognitive science and expert systems. The realization of the system requires the development of a road map and standard legal support, particularly, the statutorization of tasks and functions of national and economic security provision in the local acts regulating the activity of FSRM subjects - public authorities.

Abstract

One of the key problems in managing the development of territorial socio-economic systems is inconsistency and contradictory interests of various economic agents. In modern conditions, it is impossible to avoid the need to reconcile interests, even when one of the parties is the subject of management. The article examines the process of regulating behavior of economic agents in the system of strategic management of territorial development. The procedures of decision-making and the influence of various factors on them, including regulators are analyzed. Developing of an approach to managing the behavior of economic agents in the territorial socio-economic system based on the interests of not only management systems, but also the economic agents themselves.

Methodology. The research is based on the principles of system and complexity, factor analysis, comparative analysis, grouping methods, economic and mathematical modeling, elements of set theory and fuzzy logic are also used.

The general methodical scheme of behavior management of economic agents at the regional level, characterized by the presence of an iterative procedure of differential impact on the factors and deterministic properties of the behavior of agents with a mechanism for assessing the degree of influence of regulatory actions based on feedback, is proposed. The developed approach allows to form within the framework of market mechanisms, the target scenario of the behavior of economic agents in the process of developing a coherent strategy for the development of the regional socio-economic system.

The development and adoption of managerial decisions should be based on taking into account the interests of all stakeholders. Therefore, this role of public authorities also includes the definition of regulators, allowing adjusting and coordinating the behavior of other economic agents. It is also should be mentioned that management bodies can also act as interacting agents. Accordingly, local self-government bodies act not only in the role of an element of management system, but also in the role of a legally independent counterparty when interacting with the governing bodies of a constituent entity of the Russian federation.

Abstract

The concept of “digitalization” came into use relatively recently, but in many respects the further development of the Russian economy will depend on it. Design of conceptual approaches and practical algorithm for adaptation of new technologies to the functioning peculiarities of the financial system is of great importance for ensuring competitive advantages of Russia, including those at the international level. The article presents the prospects for applying modern technologies in the activities of state audit institutions, which are designed to ensure financial stability and contribute to the formation of a solid foundation for the economic growth of the country. The purpose of the research is to identify the prospects for automation of control procedures, taking into account the level of development of modern technologies to prevent violations in the financial sector. In the process of research, general scientific empirical methods were used: observation, comparison, collection and study of data; analysis and synthesis, a method of scientific abstraction. The chosen approach allowed to ensure the reliability and validity of the conclusions drawn. According to the results of the research the prospects for using the national accounting digital unit in the purpose of the control are outlined; the technological possibilities and legal restrictions of creation of the state distributed ledger technology are revealed; the system for assessing risky transactions that could lead to financial violations is proposed; key characteristics of the system of conducting decentralized accounting are formulated; the expected result of the implementation of the proposed models of automation of control procedures in the Russian practice is assessed. The authors have proved the expediency of creating a state distributed ledger technology for financial control purposes. The expected result of the implementation of these proposals is estimated as more than 50% of the annual violations identified by the state audit institutions.

Abstract

The article considers the stage process of a machine-building enterprise modernization management, the enterprise being a part of an integrated corporate structure, in response to the demand for an economic and technological breakthrough. The topicality of the study is determined by the problems of technical and process design renewal of the Russian industry, the lack of investment support of modernization programs in the production sector, and the development of new forms of public demand typical for the innovative economy. The authors have substantiated the role of economic integration processes in the development and modernization of machine-building enterprises based on the synergetic paradigm. The paper identifies and characterizes the stages of modernization management processes taking into account the mission and strategic goals of the enterprise development. The research has covered theoretical and methodological works of domestic and foreign scientists on the problems of economic integration and best practices of creating big integrated corporate structures. Modernization is considered as a set of measures aimed at improving the production and economic activities of enterprises participating in integrated corporate structures in order to ensure sustainable economic efficiency. Moreover, the paper identifies the factors preventing the sustainable development of domestic machine-building industry. A number of problems facing machine-building enterprises during the crisis period can be successfully overcome by them within the frame of integrated corporate structures which are entrusted with a leading role in the development and modernization of the machine-building complex. Among other things, the formation of such structures is aimed at the innovative development and creation of various types of knowledge-intensive industries with greater value added. The paper presents the mechanism for managing the modernization of enterprises within the frame of integrated corporate structures. Priority areas of investments in the implementation of modernization projects are proposed to be determined not only on the basis of the expected economic effect, but also taking into account the potential of the entities under modernization. The approach proposed by the author for managing the modernization of the enterprise within the frame of integrated corporate structures can be used both at the enterprises of the machine-building industry and the industrial complex as a whole in the context of improving the efficiency of the management system. The practical implementation of modernization measures will enhance the competitiveness of enterprises, increase their investment attractiveness and switch them to a higher level of economic sustainability with a focus on achieving the maximum impact in all spheres of activity.
