Abstract

The study subject is the process of substantiation and implementation of measures of the state economic policy aimed at achieving the established priority goals of economic development from the standpoint of the “goal-tool” principle and its possible expansion. The purpose of the research is to substantiate the doctrine of so-called distributed management, which expands the use of the principle of “goal-tool” in relation to the developed and implemented economic policy, as well as to identify the main advantages, disadvantages, opportunities for its use for the public administration methods development. The content of the named doctrine comes down to identifying the structure of tools that affect the management object with a different and changing force, according to which the introduction of these tools is planned. The methodological basis was formed by the theory of management of large-scale systems, the economic policy of Tinbergen, the method of comparative analysis, and the formalization of the management process. The result boils down to identifying a significant advantage of distributed management for the formation of economic policy, since it allows to identify their correlation with the development factors, including an assessment of the strength of the applied instruments. This expands on the classic “goal-tool” principle of economic policy. Distributed management allows you to give a qualitative assessment of the institutional coordination of economic activities by the government. The use of distributed control will be most appropriate when deploying indicative planning procedures and constituting the content of the project management method, which involves the selection of a set of tools from alternative options. In the future, distributed management makes it possible to identify errors in copying managerial and organizational experience in terms of the applied development institutions, borrowed technologies, and the use of project management. A quantitative assessment of the strength of tools and its sensitivity of various goals, the application of this assessment to specific controllable systems of different levels of complexity constitutes the prospect of this theoretical study.

Abstract

The research focuses on the set of relations between business entities in regards to the management of a breakthrough economy in domestic conditions. The goal of the research is to study the management that arises from the introduction of innovations and their combinations, as well as representing the entrepreneurs vision in the production process; drawing the attention of managerial personnel to this problem — state and economic authorities, legislators, scientists and employers. There have been formulated a number of tasks: to disclose the content of breakthrough management; to present its evolution and components; to formulate economic patterns of the implementation; to justify a number of improvement areas, including the core of the main components of the algorithm and the breakthrough management financial support. The methodological basis for the development is the key provisions of strategic entrepreneurial management and the theory of classical and Austrian schools. The research methods are analysis of the development of a single and general division of managerial labor, a part and a whole in the economy; collection, processing and grouping of facts, their analysis and synthesis; the unity of the logical and historical. The conclusion is justified that the company internal management process finds its continuation outside of it, i.e. in external market development. It becomes the basic tool for the economic development of economic entities, turns into a specific rational channel for introducing combined modernization of the economy. Its uniqueness is due to the organic interaction of independent and own intracompany production, on the one hand, and the functioning of the market economy as a system, on the other one. Such implementation process becomes a driving force for an economic leap. The looking for a solution of arising problems in this case approach is a key function of breakthrough entrepreneurial management.

Abstract

The development of effective mechanisms to support the introduction of new technologies is one of the important tasks of a modern management system. The paper summarizes the results of the introduction of new technologies that provided a breakthrough in the development of renewable energy sources (RES) and resulted in the displacement of traditional hydrocarbon fuel sources out of the market. The following breakthrough technologies which have been based on the data generalization and system analysis are considered as: digitalization, new power grids, the battery market, electricity storage, electrification of the final sectors of energy consumption. There have been given a description of technologies that showed their influence on the development of renewable energy sources. The paper provides a list of innovative renewable energy technologies that will play a decisive role in the market in the near future: new technologies together with renewable energy sources (marine solar and wind energy, a molten salt reactor, a wave energy device). The final part analyzes the prospects for the development of innovative technologies in Russia from the point of view of the government support as well as existing initiatives and implementation problems. Based on the analysis performed and the successful experience of China and Germany, there have been proposed recommendations for supporting new energy technologies in Russia. Ramarkable that despite the presence of significant research potential in the 60–80s of the XX century, the modern development of new technologies in the field of renewable energy is still at the initial stage of development. The paper substantiated the expediency of supporting the introduction of promising technologies and a set of measures to facilitate the transfer and introduction of new technologies. Due to one of the key problems of modern economic development in Russia is low effective demand, there is proposed to subsidize part of the cost of purchasing new equipment from the state in order to support the introduction of promising technologies.

Abstract

The Russian practice of control activities requires the formation of a modern concept of analyzing the effectiveness of the state (municipal) property use. The purpose of the article is to develop specific methods of property valuation. The authors practice methods of the empirical research, comparative and statistical research, synthesis of theoretical and practical material. Methods of grouping and classification have been used in the processing and systematization of information. The paper describes new approaches to the system of private and consolidated indicators of the efficiency of the asset management, taking into account the specifics of the public sector. Also, there are outlined the processes that ensure the achievement of the target indicators and maximization of the assessment of the property use. Utilization of the indicators system is going to form conclusions about the degree of a property use for making timely management decisions.

Abstract

The subject of the study is the indirect financing of sports development abroad through tax incentives. This paper aims to analyze and summarize foreign experience of tax approaches to the sports development and to substantiate the possibility of its application in the Russian Federation. The following methods were used: content analysis of scientific papers and the legal framework related; comparing the different sports funding models and the tax instruments used in the analyzed countries to promote sports; logical synthesis to gain insights and form recommendations. Sports currently play an important role in addressing both social and economic challenges, which reinforces governmental regulation. The financing models for sports development applications abroad are examined. Models have been found to differ by the use of direct and indirect methods of sports financing methods, including tax incentives. The experience of tax incentives application for sports promotion in the United States, Germany, the Netherlands, Hungary, and Belarus has been analyzed, similarities and differences of the ways goals are achieved have been identified. Possibilities for applying foreign experience in tax incentives for the sports development in the Russian Federation have been identified. Conclusions have been made on the need to further analysis of foreign experience in order to improve methods of indirect financing of sports development. The economic rationale for the proposed tax regulation in sports development should be ensured to prove feasibility thereof.

Abstract

Researchers rely on a system of scientometric ratings when they assess the development of a scientific journal. This approach does not allow us to understand the reasons for the results achieved and the specifics of the business model of the publication. The paper describes the study of scientific journals through a prism of the ecosystem approach. The hypothesis is tested that a highly rated scientific journal, its authors and readers together represent a closed ecosystem with specific properties. The research methodology is based on the author’s toolkit which consists on the calculation of ecosystem closeness indicators: the share of affiliated authors, their correlation with the average influence of a paper, diversity and fluidity. The authors suggest that low rates of variability and diversity indicate a closed type of journal ecosystem. Generalization and interpretation of empirical results was carried out by the method of cluster analysis. The information base is a panel metadata of 20 scientific Russian journals for 2013–2020, which have the maximum Science Index ratings on economic and management fields. Also, the authors analyzed the data on the number and level of concentration publications by the editorial board members and staff of the holding institution, as well as the intensity of publications of individual authors. There have been identified four clusters of studied journals being as a base of the empirical verification. The first and third clusters are characterized by the highest rate of closeness. The lowest level of variability in the sample has been recorded for the third cluster. The journals of the second and fourth clusters have a conditionally closed ecosystem and have been characterized by a top-rated of variability. They are characterized by a low share of publications by affiliated authors. However, it was revealed that there had been a group of authors who had a significant impact on the journal’s ecosystem development. The study results can be of value for the strategies formation of scientific journals development.
