Abstract
The article demonstrates the difficulty of reconciling conflicting goals when developing SDS is demonstrated: minimizing cost and optimizing storage for a timely response to requests both for commercial purposes and the needs of the State. The special role of the magnitude of the savings public strategic stocks is characterized and risks of their creation and storage are mentioned. The need in accounting for information limitations while analyzing the tasks of the State system of reserves due to problems of openness of data on stocks is pointed out. The feasibility of establishing a strategic oil reserve in Russia is considered. The comparative analysis of different views on the formation of a strategic reserve of crude oil in Russia is made. The foreign experience in the creation and use of both commercial and public strategic reserve is studied. The experience of petroleum storing in the system of Russia state reserve is emphasized. The effects of instability of the energy market on making decisions about establishing strategic oil reserves are shown. The ways of forming oil commercial reserves are examined. It is recommended to create commercial oil reserves on the basis of public-private partnerships. The option of using oil strategic reserves as a tool of the oil market stabilization is supported.

Abstract
The article ** deals with the problem improving state economic policy mechanisms aimed at introducing effective methods and tools for regulating economy of municipalities in management practice. The results of systematizing the most urgent problems of effective management of municipal level socio-economic system at the present stage of their development are presented. As a separate problem, there is a lack of a clear system for monitoring, analyzing and effective using management information in making strategic decisions. The analysis provides qualitative assessment of unresolved problems consequences identified for the municipalities economy development, outlines the main directions and potential reserves for overcoming these problems, including the development and application of integrated modeling and forecasting tools at the municipal level. Comparative evaluation of the most well-known approaches in modeling municipal and regional levels economy is considered in order to analyze the available scientific background. The performed analysis allowed to distinguish conditionally several aggregated classes of approaches in this area differing in system construction logic, formalization and modeling methods. The following main approaches are considered: models of general economic equilibrium; models based on probability methods; models of system dynamics; models based on intelligent technologies. The main principles and requirements to perform modeling tools for municipal development are formulated taking into account the analysis results. The approach to development imitational model of the municipalities socio-economic development is justified based on the integrating use of economic and mathematical methods, tools for scenario analysis and simulation modeling, as well as modern intellectual technologies allowing to develop mechanisms for the balanced development of the economy real sector and social sphere that preserve municipalities’ sustainable economic development for the long perspective. Practical testing results are presented for proposed theoretical and methodological approaches.

Abstract
Elaboration of the city development strategic planning tools for the long term period is currently rather an actual problem. This is due to several reasons, the most significant of which are the need of overcoming the dependence of the city on the city-forming enterprise activity and willingness to global changes associated with the advent of post-industrial integral civilization. The strategic plan of the city development for the period till 2035 should prepare the city socio-economic system for the inevitable changes due to what the decision was made to organize a series of the foresight sessions while the preparations for the developing a strategy. The experience has shown the feasibility of these methods in identifying the trends and technologies that provide the potential socio-economic system contour of the future.

Abstract
The purpose of this study is to predict the Russian companies’ bankruptcy probability based on existing legislation. The empirical base of the study consists of the collection of financial statements of 2017 enterprises (866 of them gone bankrupt) belonging to four economic sectors: wholesale trade, construction, power generation, food production. In the course of investigation the authors have examined the consistency of current normative values of financial ratios approved by the regulatory acts of the Russian Federation, as well as proposed their redefined data based on economic and mathematic modeling. The worked out norms of financial stability allow classifying companies with sufficient accuracy as bankrupts and financially healthy companies (from 75% to 85%). The given norms have been calculated for two groups of insolvent companies: 1) formally declared bankrupts; 2) officially declared bankrupts and the companies, which are the stage of the arbitration proceedings according to creditors’ claims. The obtained results can be applied in enterprises’ crisis management decision-making.

Abstract
The article discusses strategies of customization and customerization as an innovative drivers for economic development in a turbulence economy. The analytic study examines relatively new marketing paradigm based on changing customer’s behavior on the contemporary markets, their needs and priorities. Within the 20th century the concept of mass production moved to mass customization, then to customization that assume presenting to customers individualized product and services, forwarded with customerization that basically means evolving consumers and all stakeholders to the production and marketing process. The intensive development of the Internet technologies, new mass media tools brought to the new concept of Customer Relations Management System that involves all interested parties to the dialogue concerning product, design, production, research and development and even marketing and corporate governance. Those new innovation tools redesigned marketing concept and strategies, still remaining the main customers’ oriented principle.

Abstract
The article is devoted to the elements of solving the problems of innovation and investment projecting and assessing the investment projects effectiveness (benefit) in creating high technology products - AS in the aviation industry. In this article the attempt has been done to consider some aspects of the analysis and methods of forming the key performance (benefit) indicators of innovative and investment activity of AS creation and development, which can also help in solving urgent economic problem of elaborating innovation and investment planning methodology (IIPM) in aviation production, which is particularly important for economic, social, scientific and defense value. The various kinds of interactions in the process of fulfillment the programs issues and development plans of AS and other systems are highlighted and offered, such as competitiveness, performing proactive development and financing at the expense of their own resources, evaluation of the integrated utility, control, etc. Some kind of IIPM common performance (benefit) indicators system is proposed which is differentiated according to the type of labor relations, the innovative and investment process stage, the type of control and territorial entities, evaluating the innovation-AS. In addition to methodological approaches, methodical tools of integrated management system (IMS) aircraft company (AC), complex decision-making support “comrade” and IIPM performance (benefit) evaluation - G, S, T (Greybeard, Suvorov, Tochilin) are suggested. The preparation of their program elaboration and practical testing under the conditions of uncertainty and risks have been carried out, which basic method is a complex combined method of decision making preparation and other decisions, which also can help expertise and key performance (benefit) indicators assessment while creating AS.

Abstract
The relevance of studying problems related to the development of an institutional framework for implementation of adult population financial literacy is caused by the following circumstances: the need for State-level policies related to raising financial literacy of various categories of the population; the definition of mechanisms to protect the rights of financial services consumers; formation of prudent financial behavior of Russia citizens; further functioning of the Regional Advisory and methodical maintenance of population advisory centers in the financial services market; the increase in the number of consultants providing financial advisory services to various categories of adult population on a pro bono basis. The multidimensional teaching analysis of consulting trainers in the Centre of Excellence is applied as a method performed by regional consulting methodical centers since April, 2016 till March, 2017. Based on such analysis, the conclusions are made; the priorities and proposals for the institutional framework development for the implementation of adult literacy financial programs are defined.

Abstract
Factors that contribute to more intense competition in the Russian business education market include the internationalization of business practices and the development of international management standards, which enhance the attractiveness of foreign business schools for the Russian consumers of educational services. The results of research carried out at the Faculty of Economics in Lomonosov Moscow State University illustrate the dynamic changes in the factors that determine the competitiveness in the Russian market for business education. The authors show that the new features of further professional business education providers’ strategic behavior appear in Russia: the emphasis is on network cooperation such as joint development of educational products with business organizations and foreign business schools, increased diversity of educational programs and new emphases in their content structure, with greater attention to international companies and networks management, cross-cultural communication in business, interdisciplinary aspects and global trends in the innovative development.
