Abstract
Introduction, Purpose. The relevance of the study lies in the fact that the accumulated waste mining production, containing valuable components in industrial quantities, and can be subject to subsoil use, and, therefore, are objects of state ownership. This study began with the formulation of the problem denote the fact and reasons of inefficient and even wasteful use of mineral resources due to inefficient management of state property. In accordance with the problem defined the purpose of the study is the proposal of measures for effective management of state property. Determined that the licensing system existing in the Russian Federation, have shown their high efficiency in the development of large mineral deposits, but for the development of small man-made deposits it is not effective. Thus, we are faced with the problem of inefficient management of non-traditional objects of subsoil belonging to the state ownership. In accordance with the purpose of this study is to define the object - waste mining and processing industries, and the subject - the relationship between the state and the investor, on the basis of which the investment and management of state property in the subsoil. Methods. Research methodology related to the analysis of legal forms of relations between state and investors, on the basis of which the investment and management of state property. The study was the data of Rosstat, sectoral ministries and agencies, normative legal acts. The theoretical basis of the study relied on the work of authors such as Pine S. A., Stepanova N. G., Kondrat’ev V. B., Zhukov N. S. Varnavskiy, V. G., and others. Results. The results of the study formed the conclusion about possibility of application of the concession agreement in the subsoil in relation to the development of waste mining and processing production containing minerals. Discussion. The main results of the study may be of practical interest in developing innovative projects to support the country’s transition to sustainable development, in particular in relation to the use of waste mining and related processing industries. The creation of the production system of development of technogenic resources can become a point of growth of the Russian economy and appropriate institutional provision to promote economic growth based on innovation.

Abstract
Introduction, Purpose. One of the major tasks in the system of the country economic safety support is the monitoring the economy status provided by the Russian Federation Strategy of Economic Safety Support until 2030. At the same time the surveillance system over the economy status and dynamics of Russia in order to make the administrative decisions for safety as organizational information and technical system and institute in the outline of public administration does not exist now. In this regard putting the problem concerning the working out the system of monitoring is the relevant scientific and application-oriented task. Methods. In order to settle the stated task in the article the systems analysis, vital approach to a research of organizational systems, macroeconomic were used. Results. Defining the concept of monitoring in the sphere of an economic safety as the continuous regulated process is offered; the monitoring purpose as an involvement in support of economy stability, minimization of internal and external environment uncertainties is formulated. The main objectives and data domains of monitoring, its generalized information model are defined. The concept of vulnerability in the system of support of an economic safety is introduced. The task of creating the institutional infrastructure of monitoring, scientific and methodical, staffing, regulated and other types of its support is set. Discussion. The results of the research can be used in organizing the project of creation the monitoring system, deployment of methodical researches.

Abstract
Introduction, Purpose. Management of the regional economy development is experiencing rather serious methodological and instrumental difficulties. The diversified institutional constraints, private ownership of the companies do not allow constructively influencing the growth of the Gross Regional Product (GRP). The overwhelming number of studies of this problem is limited only to passive monitoring of the region’s economy state, or forecast its dynamics. Methods. The article proposes an approach to GRP growth planning based on the active impact of investment instruments on the regional economy within the framework of adopted strategies and programs. The argument in favor of this approach is that the development of most regions is experiencing a deficit of investment resources from year to year, the need for subsidies of regional budgets, the loss of production and jobs. It is proposed to form an imitation planning model based on the concept of system dynamics. Regional economy as a system of foreign economic activity in the model has a vector representation of the production and technological function of each industry, and development strategies are presented in the form of a special investment matrix. This approach allows us to take into account the production process of the GRP in the industry as much as possible, based on the inclusion in its production function of such characteristics as: basic production assets, capital productivity, profitability of costs, sensitivity to investment, consumption-output relationships. Results. The methodology has developed procedures for formalizing strategies and programs for investing in the growth of the regional economy, and in particular GRP. For each industry there are 3 rows in the investment matrix: one line contains the investment volume of the OPF, the second one implies the actions for changing the capital return, and the third one has to change the quality of the organization of the industry, the ratio of “consumption - output” For each year of planning, two columns are allocated in the matrix, one of which points to the investment of funds, the second one to the return (the effect obtained in monetary terms) at specified times. The relationship between the model representation of the regional economy and the development matrix is based on formal relationships that determine the dynamics of the industry’s change over time under the influence of the strategy (the strategy matrix). Discussion. The result of the methodology developed by the authors for planning GRP growth is the procedures for evaluating optimal strategies that allow making informed decisions on the volumes and directions of investing in foreign economic activity, allowing within the available resources to achieve the maximum growth of the regional economy.

Abstract
Introduction, Purpose. To date, the development of regions based on innovation is the most important factor of their competitiveness. The ability of the region to change domestic policies and produce high-tech products forms the region’s innovative potential. The enterprises of the defense industry complex (DIC) and state institutions associated with them give the greatest response at the state and industrial level with respect to the development of innovative potential, which determines the direction for analyzing the increase in the efficiency of innovative activity in the region through the prism of the defense industry. Methods. The article analyzed the situation with regard to regional initiatives to develop the innovative potential of defense enterprises, the indicators that affect the region’s innovative potential and the factors that determine them. Results. The most effective in this context are cluster initiatives that unite science, production and the state, give the greatest impetus to the innovative potential of the region. As a result of the analysis, it was concluded that there is a need to organize clusters under the auspices of defense industry enterprises. Discussion. Further development of such initiatives can be associated with the transfer of leading roles to defense enterprises, which will create a competitive environment and will provide an opportunity for further development. In connection with the vector of diversification of the activities of defense enterprises, there will be the greatest synergetic effect from such an interaction.

Abstract
Introduction, Purpose. Experience of key performance indicators and balanced scorecards application revealed significant negative consequences in management systems and organizational cultures. So, there are needs to be new approaches to performance management of managers’ labor allowing increasing in internal motivation. The paper aims to investigate the possibility of application of projects efficiency assessment to management of managers’ labor performance. The authors advanced and approved an idea concerning comprising of the managers’ labor performance management system based on assessment of projects efficiency that are implemented under their guidance. Methods. The conceptual scheme of the paper is based on methodology of the systems approach, specifically methods of structural-functional and process approaches. Surveys and mathematical statistics were used as well. The authors interviewed the participants of the Presidential Managers’ Training Program for investigation of the extent of project oriented management spreading and the state of project efficiency assessment in Omsk companies. Results. The paper contains the analysis of the experience of key performance indicators and balanced scorecards application in companies in Russia and abroad, characteristics of strengths and constraints for building such systems for project activities assessment. The connection between company’s performance and the degree to which a company assesses project efficiency was confirmed. Discussion. The strategical directions of development of the managers’ labor performance management system based on assessment of projects efficiency including a broad range of issues from organization and project managers’ learning to change management practices in project oriented companies were offered. The authors determined stages of the proposed approach realization: definition of the labor performance management construct; opportunities analysis and identification of managerial decisions needed to tie the managers’ labor performance management system to project activities results; setting-up project key performance indicators; working through institutional issues of project key performance indicators implementation; working out the mechanism of realization the managers’ labor performance management system based on assessment of projects efficiency.

Abstract
Introduction, Purpose. The article describes the management of business processes in the activities of banks in primary capital markets. This type of banking business is an important one in the financial market, since the role of modern banks includes the execution of profitable transactions to bring investors into the securities of corporations during the placement process (equity, Eurobonds, and consulting services) on the international capital markets. For Russian borrows the full range of such services is offered by the largest Russian and leading international investment banks. Methods. This study is focused on the development of the key managerial business-processes: strategy and forecasting, benchmarking and SWOT-analysis, KPIs and budgeting, operational and financial managerial accounting. The achieved results include the samples of banking business-processes management instruments based on the methods of competitive analysis, analytical forecasting, and financial management. Results. The applied methods allow the optimal planning and monitoring the results of the capital markets business, including quantitative assessments of following the strategy and achieving the desired goals. Discussion. The obtained results can be used to analyze the functional responsibilities of the Department to work in capital markets (preparation of commercial proposal, obtaining internal approval in the Bank, stage of the syndication, preparation of documentation, closing of the transaction), as well as interaction with other departments of the Bank business development (including risks, Finance, strategy).

Abstract
Introduction, Purpose. The upstream companies should give special consideration to the quality of the investment planning in existent conditions of high oil prices’ volatility and unstable economic situation. The goal of research is to study the current problems of investment planning in Russian upstream companies, which are caused by imperfection of the current methodology of the functional business process “Investment planning”, and to develop the recommendations on solving these problems. Methods. The general scientific research methods are used in the study: analysis and synthesis, induction, modeling and system approach. The sources of the mass media and regulatory documents of some Russian upstream companies were considered while studying the investment planning problems. Results. Three key problems of the existing approach to the investment planning in upstream companies have been identified. The first problem is the absence of regulated economic efficiency assessment of individual work packages within the framework of a general field development project (for example, sidetracking, drilling of a bush of wells, etc.). It creates the risk of inefficient investing in exploration. The second problem is the absence of an effective system of impoundment control. That leads to the overrun of investment costs plan. According to the author, the third problem of the existing methodology of investment planning is the absence of a mechanism for optimizing the company’s investment portfolio. In order to solve these problems the author proposes to implement the elements of project and portfolio management into the methodology of the functional business process “Investment planning”. That is, to use the project at the oil field as an investment planning object, to apply the phase process of large project execution, and to create a mechanism of portfolio optimization based on mathematical optimization model. Discussion. Corporate governance and investment planning specialists as well as the institutions involved in the implementation of the project management methodology can use the results of this research in their further work.

Abstract
Introduction, Purpose. The research topicality is determined by the lack of systematization of the key problems associated with motivation, encouragement and reward for work that generates not only the decrease of production efficiency in different spheres, but also the increasing of workers dissatisfaction. Accordingly, the aim of the study is to analyze and synthesize the problems of motivating work motivation. And the more specific objectives of our research are focused on: 1) the selection of key subject areas; 2) specific analysis for each problematic direction, in particular, the polymotivation (mngoaspektnosti), lack of professional graphic study (as a basis for a better labor norming), according to the labor and implementation of the principle of fairness in the system of motivation, incentives and rewards for work. Methods.The main method of our research is theoretical and methodological analysis and synthesis of existing domestic and foreign research on the stated issues, supplemented by methods involving analysis, hermeneutics, social cultural and socio-economic implementation context of the principle of equity in different systems of motivation, incentives and rewards for work. Results. The main results (findings) of the study are: 1) the allocation of the most problematic areas analysis of imperfection of many existing motivation systems work, in particular: a) labor polymotivation, often distorting labor motivation, if managers and subordinate lose his labor relationship with the Organization and of the entire society values, dljakotorogo they employ; b) insufficient professional graphic study of the specific work, complicating the development of labor standards, loads of medical and hygiene restrictions, as well as on the relevant remuneration standards; in) ill-founded evaluation system; g) common disregard for the principle of equity in the systems of motivation, or a perverse interpretation. Discussion. We see the future of research in a more specific analysis, synthesis and building a clear typology (System) of the various problems associated with motivation, encouragement and reward for labor, in relation to specific organizations and labor posts. This, in our view, is essential not only to improving the activities in specific organizations, but also a kind of prevention of discontent by the work of individuals and entire communities, as well as prevention and reduction of general discontent at the level of the regions and the country as a whole.

Abstract
Introduction. Purpose. The real-world practice of reforming the system of public administration is based on the concept of New Public Management (or Management) - NPM (New Public Management). It is based on the conditions for assuring the transparency of public services, job restructuring to improve the efficiency and reduce costs. The current situation in the field of public service management in Russia is characterized by a number of problems. The purpose of this study is to show the features of the human resources formation, knowledge and competency management in the state civil service of Russia. The objectives of the study are to analyze the current situation in the management of the development of the competence potential of civil servants based on a survey designed for the civil servants and employees of the subordinate institutions, to justify the role of the competency-based approach as an integral part of the staff management system of the organization, to present the main stages of formation of the personnel reserve, identify the requirements for choosing a candidate for public service positions, the effects that can be achieved as a result of an effectively constructed system for managing the program by the civil service personnel reserve. Methods. The article describes the model for improving the management of the civil service reserve. An algorithm for assessing the young specialist’s competency-based model compatibility with the requirements of the workplace on the basis of the Assessment method is presented. Results. The developed procedure for the analysis of competencies allows to avoid mistakes when appointing candidates for a position, and to raise the civil service management system to a completely new level. The practice of applying a competency-based approach to the formation of human resources has shown good results in the European countries, and is actively used by innovative companies in Russia. Discussion. Research is based on the scientific approach for creating a neural network model of recruitment and talent management in solving project tasks based on a specific set of characteristics and competencies.

Abstract
Introduction, Purpose. This paper deals with one of the research questions arising in connection with the problem of Master degree students teaching who intend to work in the hospitality industry. The purpose of the article is to present results of research aimed at identifying the competencies required by the graduates of Master programs who start working in the Russian and international hotel industry organizations. Methods. The research methodology is based on the conceptual approaches to the study of competencies, developed by Russian and international researchers. In particular, this investigation capitalizes on the competency-based approach which was implemented during the course of the Bologna Process. The main data collection methods include analysis of documents (professional and educational standards) and in-depth interviews with experts (top and middle managers of hotels) with experience in the industry, complemented by questionnaires. Results. The result of the study is a list of graduates competencies of pre-experience Master programs that are in demand on the labor market in the hotel industry. The identified competencies are of interest primarily to the sphere of education. Discussion. The result can be employed for the development of educational standards, as well as curricula of educational Master programs in hospitality and syllabi of individual disciplines. In addition, the results of this study can be used by HR managers dealing with recruitment and selection of personnel for hospitality industry companies.

Abstract
Introduction. Purpose. The interest of participants in developing innovative process is an essential aspect for socio-economic prosperity, including all the stages of the process from organizing to promoting and realizing this innovation. The process of identifying those indicators that have an effect on innovative infrastructure shows a clear perspective of the accomplishment in this sphere. Methods. This article represents research results draw up by author through internet survey to find out factors that prevent from developing student’s startups. Results. This analysis of the results testifies a great interest in participation in startups among students with technical education and among undergraduates of first-year. Discussion. Factors that were analyzed was structured and ranking. This analysis allows revealing two types of management (federal and inside one) that contribute to decision-making process for promoting universities’ startups. The article gives explicit proposals to enhance managerial control of innovative infrastructure of universities in Russia at each level. The inside -university gives interests among students in pecuniary aspects, making up a system for dissemination of information. Federal type generates demand innovations and increases funding of startups in universities.
