Abstract
The role of the municipal level in the country’s governance system is underestimated. Most of the rural areas are located far from the centers of socio-economic development with no ability for independent budget formation and the management of rural areas is carried out by untrained personnel. The Altai region has the largest number of rural municipalities and has agricultural specialization, so the subject of the article is the problems of rural areas’ development of agricultural specialization at the managerial level. The purpose of the study is to identify and substantiate the most important elements of rural areas to highlight it as an object of strategic planning. The directions and mechanisms of interaction should be taken into account in the complex programs of socio-economic development of rural areas, such approaches will attract investments to the territory, ensure the creation of new jobs and reduce the outflow of population to cities. The Altai territory is one of the pilot regions, where the use of digital technologies in agriculture is actively introduced, which emphasizes the importance of effective development of the region.

Abstract
The deepening of the digital transformation process has a significant impact on the functioning of the institutions of the state and society. The improvement of the methodology of strategic planning in the public administration sphere on the digital platform formation basis and the process concept development for a technology of hierarchy management decisions support adapted to the uncertainty of the development environment becomes relevant. The structural elements of the scenario modeling system are considered. The key aspects of the formalization of scenarios modeling tasks and the basic settings of the analytical and computer tools for its implementation are identified have taking into account the capabilities of digital management technologies and the institutional foundations of multi-level strategic planning in the Russian Federation. The obtained results will allow forming the basis of the algorithmization of functions for an intelligent system of scenario modeling with the support of solving tasks of strategic goal-setting and programming.

Abstract
The full life of state organizations and state institutions is inextricably linked with participation in various economic operations. The employer should ensure normal working conditions for civil servants and employees and, thus, in the process of securing funds or state property, they act as a means of settlement for transactions. Meanwhile, as many jurists note in most cases, there is the state’s interest in transactions carried out on its behalf with its property in legislation is practically not designated. There is comparative analysis has been carried out of such concepts as “subjective law”, “legitimate interest” in the paper as well as it explores the concept of “state economic interests”. The typology of the tasks facing the state is proposed has been based on the analysis and assessment of compliance with state interests in business operations involving the state or its property. The correspondence of the task classes and the state economic role in business operations conducted with the participation of the state or state property has been revealed. The universal approaches are of practical importance for the development of criteria for assessing violated state interest in the view of economic feasibility and effectiveness of decision making.

Abstract
The study reveals features of the risk management in the payment system, taking into account the requirements of the Bank of Russia. Particular emphasis is placed on the implementation of practical aspects of organizing risk management systems in conformity with Bank of Russia Regulation No. 607-P dated 03.10.2017 “On requirements for the procedure for ensuring the smooth functioning of the payment system, indicators of the smooth functioning of the payment system and methods of risk analysis in the payment system including risk profiles”. The research uses international standards and approaches to the practical construction of risk management systems. The research suggests methodological recommendations for the construction of a comprehensive risk management system in the payment system. The results of the study can be used in the practical implementation of the Bank of Russia’s approaches to ensuring the smooth functioning of payment systems.

Abstract
The paper presents a systematic approach to the analysis of digital transformation management processes that is proposed to be estimated by means of data on the innovative complexity and maturity of processes and projects of a modern enterprise. The innovation complexity is formalized as a set of multidimensional data on enterprise management processes, including the external environment, architecture, communication infrastructure data, key indicators of management process efficiency and enterprise innovation activity. The production model of corporate knowledge about the enterprise’s readiness for digital transformation has been is presented. Also, there have been provided a review of methods and models for assessing the maturity of processes or projects of organizations. The author has proposed the way of a managerial content for decision-making processes on readiness for enterprise digitalization formed using BIG DATA cognitive technologies of multivariate data analysis that can let implement a systemic approach to managing a digital enterprise.

Abstract
In relation to the needs of the implementation of the marketing function of a scientific organization (SO), marketing models and characteristics of perspective information and communication tools are being analyzed. These tools are systematized from a view of ensuring visualization of scientific results, efficiently targeted and at the same time more dissemination of information about new scientific results. Comparative characteristics of perspective channels of sources interaction and potential consumers of scientific products are given. It has been proven that the most effective marketing tools for SO should be a marketing strategy formation for their activities, website development, the participation of scientists in scientific and applied events, the preparation of popular science information materials for network platforms, etc. The necessity of developing a strategy for the marketing direction of the SO is substantiated. The marketing strategy of a scientific organization should include mechanisms for identifying priority and perspective marketing channels used for scientific communication, as well as for direct interaction and cooperation of developers with each other, as well as with potential consumers. In practice, the SO marketing strategy can be implemented by mean of social networks using, being created and developed an organization’s website, or joined multilateral platforms, etc.

Abstract
This theoretical study advocates strongly for clear differentiation and synthesis of descriptive and normative approaches in management education. There is a certain isolation of normative and descriptive theoretical frameworks presented in management courses. Normative models in management explain how organizations should be managed, while descriptive frameworks show how they actually are managed. Significant portions of what we teach in the business curriculum are predominantly descriptive; other parts are mostly normative, or prescriptive. If these domains are not sufficiently connected, the relevance of both approaches diminishes. When one piece of material explains the current reality without providing tools to improve it, while another piece prescribes steps for improvement that are not grounded in a particular context, students lose interest in both. The paper presents various modes of integration between two realms such as collocation of actual and desired conditions, contingency models, nesting descriptive and normative elements in the same framework.

Abstract
Advancing by means of Digitalization the Forth Industrial revolution stipulates the new opportunities for business and societies related to the usage of the enterprise’ Intellectual capital. Possessing the similar nature as the trends mentioned the very resource results to become a basic one it to provide a qualitative transformation of the mode of performance of the enterprises. The analysis of such tendencies, their interpretations in the specialized papers and the determination of the prospective directions of their further investigation relevant for both practitioners and scholars constitute an object of the present article. The analysis realized operated with various research methods of general type (analysis, synthesis, etc.) and the specific ones (content analysis, comparativistic tools and others). Their application proved the relevance of the integral approach towards the enterprise’ Intellectual capital under Digitalization to determine correctly its impact over the organizational performance in a whole. The authors revealed the insufficiency to limit the investigation with the exposure of main layers of the recourse formed these before the digitalization trend as well as its new element due to the trend mentioned and constituted in terms of Network capital only. Nowadays the more and more attractive to scholars’ research topicality considers poorly the effects of relationship mechanisms between various layers and elements of intellectual capital to impede the identification of the causal relationship while their interaction and its overall total with the intellectual capital contribution to the business and society development. Such an analysis constitutes a perspective direction for the further research of the subject.

Abstract
The article is devoted to a special category of employees who have a unique set of qualities necessary to achieve the strategic goals of the organization. The importance of such employees for the development of companies, as well as the need to find innovative approaches to talent management. Special attention is paid to high-potential employees. The author considers the practical experience of the talent management system implementation in a large Russian company. The proposed system allows the company not only to achieve results in key areas, but also to maintain its position in a highly competitive market. As a result of the study, it can be concluded that a special category of employees are the driving force of positive changes in the organization. The concept of talent management proposed in the article is aimed at the formation of a systematic approach to talent management, and it should organically fit into the overall system of personnel management.
