Abstract
The paper is devoted to the methodological tasks of conducting transdisciplinary research of TI, that have been leading to the tasks of integrating the knowledge of various stakeholders. The methodological framework of the study includes a systematic approach, the provisions of knowledge engineering and social psychology. The methodological basis of TI is formulated, the essence of which is the identification, coordination and integration of individual and collective structures of knowledge. The requirements to the procedure of knowledge integration of different stakeholders are defined: to form an understanding of the complexity of problems, to take into account the diversity of the real world and scientific perception of problems, the link of abstract and specific knowledge of a particular situation, the use of the concept of the common good as a regulatory basis for harmonizing multiple values and norms. Conceptual models are considered as an integration tool. The theoretical and practical significance of the study lies in the rationale for the application of methods of joint conceptual modeling as a tool for integration and coordination of various types of knowledge and organization of communication processes in a stakeholders group.

Abstract
The paper is devoted to improving managerial tools to ensure the effective implementation of technological breakthrough in the Russian economy. Solving the tasks of socio-economic development of the country, improving the quality of life of the population, ensuring its geopolitical position is impossible without accelerated economic growth. To ensure it, a technological breakthrough is needed in the Russian economy. In order to create appropriate conditions, new management mechanisms are needed in high-tech corporations. The methodological base of the study is based on the provisions of the theory of corporate governance, system, factor, functional and statistical analysis. The paper analyzes the experience of organizations of accelerated technological development and concludes on the effective structure of the managerial apparatus, which coordinates and monitors the activities of corporations. The main directions of state policy to ensure economic growth are identified, a factor analysis of its effectiveness and mechanisms for the formation of the conditions for the implementation of technological breakthrough are carried out. The domestic scientific potential of providing a technological breakthrough in the Russian economy is shown, the effectiveness of mechanisms for converting scientific achievements into breakthrough technologies is considered. The analysis results carried out in the work indicate the absence of a system of concentration of scientific potential for the creation of high-tech innovations. The structure of the scientific and technical platform for generating knowledge and its transformation into competitive technologies in priority sectors of the real sector of the economy is proposed, its organizational form is determined. The work results can be used in solving strategic problems of modernization of high-tech manufacturing industries.

Abstract
The paper is devoted to the problems of socio-economic development of the Arctic territories of Russia. The methodological base of the study includes the modern theory of the location of production and the concept of state management of regional development. The analysis made it possible to conclude that the spatial development of the Arctic regions is negatively affected by such factors as low infrastructure, transport remoteness, adverse climate, etc. Under these conditions, one of the priorities for the implementation of the Strategy for spatial development of the Arctic zone should be the modernization of its entire transport and logistics system. It has been substantiated that the most effective forms of spatial organization of the economy and management, ensuring the implementation of an integrated approach to the new territories development, may be territorial clusters, as well as territories of advanced social and economic development, contributing to the diversification of the North economy, attracting investments and thereby improving the life quality of the population. The practical significance of the results and conclusions of the study lies in the possibility of their use in updating strategies and programs for the development of the regions of the Russian North and the Arctic with the aim of forming an effective mechanism for managing and coordinating economic activity and ensuring the integrated development of the Arctic territories.

Abstract
The identification of cases of deliberate or fictitious bankruptcy of industrial sector organizations in the management of state enterprises and organizations is of great importance in ensuring economic security. The paper is devoted to the methodology of timely prevention of bankruptcy of state industrial enterprises and organizations and law enforcement practice in the field of bankruptcy. In the framework of risk management, the article analyzes the existing mechanisms for monitoring and identifying possible deterioration of financial and economic activity and the probability of bankruptcy of state industrial enterprises and organizations. The purpose of the work is to determine directions of the system development of combating unfair management decisions during the bankruptcy procedure, as well as the establishment of tools to prevent the bankruptcy of state industrial enterprises and organizations. There had been used the formal legal method in the paper, methods of complex and interdisciplinary analysis, as well as General scientific methods, including the dialectical method and the method of system analysis. As a result of the study, the main problems of law enforcement and managerial practice in detecting offenses during bankruptcy procedures are considered and the necessary areas of management and regulatory regulation are identified, an approach to identifying the threat of bankruptcy and implementing anti-crisis measures when managing state industrial enterprises and organizations is determined. The study may be of interest to public authorities in determining the methodological and regulatory framework, as well as strategies to improve the efficiency of management of state enterprises and organizations, and ensure economic security.

Abstract
The purpose of the study is to develop recommendations on the use of marketing tools for economically active generational groups taking into account their values, the specifics of their consumer behavior and determining the most effective marketing tools. The methodological basis of the study was the theoretical foundations of the theory of generations of N. Howe and W. Strauss, adapted to the Russian specifics of marketing. As a study result, it was found that in the practical marketing activities of companies for representatives of the baby boomer generation it is advisable to use the tools of traditional offline marketing; for generation X —  a combination of both online and offline marketing tools; generations Y and Z should be focused on a wide range Internet (online) marketing tools with an emphasis on impression marketing. The results of the study can be used by Russian companies in developing effective strategies for promoting goods and services.

Abstract
The paper is devoted to studying the experience of Russian organizations in solving the problem of automation of one of the main HR functions — motivation and work incentives of employees of the organizations. After personnel administration, HR motivation management has become the second HR function, which is successfully automated in Russian organizations. The methodological basis of the study is a modern understanding of the theory of human capital. The research methodology provides for the reconstruction of the labor stimulation process based on the development and implementation of key performance indicators in conjunction with the automation processes of operational HR processes. The work results as follows: systematization of software that automates the basic processes for staff motivation; development of recommendations for HR departments on the development and implementation of an automated system of main performance indicators. The authors have proved that the correctly implemented automation of the HR function to calculate compensation and benefits during the transition to a more complex remuneration system makes it possible in practice not just to increase the economic results of the organization, but also to implement the fundamental principle of effective management — the principle of a fair assessment of the results of each employee’s work.

Abstract
The paper deals with the problem of exploiting the potential of digitalization at scale by organizations in the age of information technologies and advanced analytics of data. Being at the forefront of social progress, universities inspire managers, training staff and students to reset their working, thinking and leading initiatives and embrace digital transformation of the educational environment. The study aims to research the modern thought on transformational leadership befitting universities’ distinguished title of growth engines. The methodological framework comprises modern sociological, psychological, management and complex systems science theories of leadership. The paper analyzes organizational leadership models, explains their weak and strong points, formulates the terms of realizing the leadership phenomenon in the context of digitalization, studies the Financial University under the Government of the Russian Federation’s experience in introducing the elements of the ‘digital university’ model. The findings support the idea that generative leadership is attainable through inter-layer and inter-cluster interaction of all educational environment members. The paper suggests a mechanism of transforming hierarchical models into generative leadership models. The theoretic and practical significance is the validation of interconditionality of digitalization and a leadership ecosystem as a variety of communications, complexity of interrelations and integrity of functioning of educational leaders.

Abstract
Currently, state institutions of higher education are under business pressure, public and public authorities, that leads to the creation of conditions for dynamic changes in the external and internal environment of universities. In this regard, this paper is devoted to the issues of the Russian universities transformation from a professional bureaucracy into an adhocratic structure, which allows you to flexibly respond to the challenges of the external environment, to solve new challenges facing universities. The methodological base of the study includes theories of organization management in relation to higher education. The authors consider in sufficient detail the theoretical aspects of the differences between professional and innovative organizations, their structure, design parameters, coordination mechanisms, and situational factors. As a result of the study, important conclusions were drawn regarding the mission of the modern university; features of the transition from a professional type of organization to an adhocratic one; the main distinguishing features of adhocracy from other management systems are formulated. The practical significance of the article lies in the fact that the higher education system has been proposed a new structure characteristic of the innovative form of organization. The results of the study may be of interest to government bodies that shape and implement national educational policies.

Abstract
Due to the analysis of the functioning of the information systems of the Accounts Chamber of the Russian Federation, some problems were found: a substantial part of the accumulated data is outdated and needs clarification, storing data in different formats does not allow analyzing them and others. The key purpose of this work is to identify ways for improving external financial control through the implementation of digital technologies. The research methodology provides for two approaches of the digitalization of state financial control: development of existing information systems to improve their efficiency; creation of a unified digital environment — a digital platform of control bodies based on a transactional approach. According to the results of the study, the authors on the blockchain platform (Hyperledger) created a model of interaction between the Accounts Chamber and the Federal Treasury, the object of the control. On the other hand, the article focuses on the prospects for analysing information in real time, using machine learning. The theoretical and practical significance of the study is to justify the necessity for development a common vision of the functional architecture of solutions proposed by the internal and external financial control authorities.
