Abstract

The more extensive usage of outsourcing technology poses the challenge for enterprise management to identify possible benefits and problems of such cooperation. For this reason, the purpose of this study is to establish a procedure to determine the operations most suitable for outsourcing. The methodological base of the work consists of the new institutional economic theory provisions; situational analysis, mathematical and logical modeling of the identified relationships are used as methods of study. As a research result, the author detailed the elaboration of criteria that determine the effectiveness of the business processes transfer of the company to an external operator. As well as he specified the sequence of their application within a single procedure of the assessment. There are combined the specified factors in four directions, which characterize the key organizational and economic aspects of outsourcing. The specific feature of the approach is the consideration not only of traditional parameters related to the study of customer requests and the contractor capabilities, but also the nature of the relationship between the parties, as well as the state of the market environment in which the work is carried out. In conclusion, the author proposed an algorithm forexpress-assessment of the effectiveness of the transfer of operations to a third-party operator, based on the introduced approach. The results obtained will be useful to managers for identifying business development opportunities based on the outsourcing.

Abstract
The slowdown in Russian economy caused a drop in demand for exhibition business services. Operating in the segment of trade fairs organizing companies faced a decrease in the intensity of economic exchanges due to the outflow of customers. The paper considers modification of the exchange management in order to intensify the latter. The research methodology bases the provisions of the theory of bilateral markets, theories of management, marketing and logistics, methods of analysis and synthesis, as well as on the experience of exhibition activities. As a result of the study: the expediency of application by linear companies-organizers of the business model “two-sided market” was justified; the interpretation of business model determined by two-component functional two-stage system was given when the platform (service) is prepared within the linear fragment and then the main fragment turns on — two-sided market, providing intensification of exchanges management by means of asymmetric pricing strategies and network effects. Recommendations are formulated for practitioners who are puzzled by the problem of economic exchanges intensification. The combination of these theoretically and practically significant results develops the theory of two-sided exhibition markets, as well as provides scientific support in the format of recommendations and descriptions of tools that help exhibition business practitioners cope with the problem of managing economic exchanges.

Abstract
The paper is devoted to the consideration of approaches to the study of innovative development frequency and some aspects of the ongoing economy digitalization. The research methodology is based on the innovation theory and the evolutionary theory of economic change. The study was performed using comparative analysis, abductive and inductive methods. The authors proposed to determine the list of technologies of Industry 4.0 based on their influence on the development of the digital economy key factor — digital data. The realization examples of the J. A. Schumpeter’s creative destruction concept by mean of technologies integration that are the basis of the economy digitalization are stated. During the consideration of the innovative context of the economy digitalization, the interrelation of the general patterns of development between the nature of the changes in technological stages in economy and direct natural selection of biological creatures is shown. Having based on the study authors recommend to prioritize the development and / or implementation of the third component of the digital economy, advanced digital technologies, in conformity with the functions they allow to perform extracting the value from digital data. The study may be of interest to government agencies, commercial and international organizations. The practical significance of the study for government agencies, commercial and international organizations consists of the possibility of building strategic and tactical plans for digital development and recording the digitalization results in the context of technologies related to each of the four stages of extracting value from digital data.

Abstract
The need to transform corporate governance and property relations in a digital society stems from the emerging new realities associated with the emergence of digital assets, new intellectual property objects, and the increasing role of human capital and intellectual capital in innovation. The purpose of the work is to identify trends and directions of transformation of property relations and corporate relations that are inherent in the digital society. The methodological basis of the study was the categorical apparatus of economic theory, institutional theory, methods of dialectics, statistical analysis, principles of formal logic, a systematic approach, scientific works of leading domestic and foreign scientists in the field of property theory and corporate relations. The trends that determine the direction of property modification caused by the formation of a digital society are identified; it is proved that the leading forms of ownership are digital assets and intellectual property objects. It is proved that ensuring a technological breakthrough requires strengthening the role of the human factor and a new human-oriented approach to the transformation of corporate relations. Trends of corporate governance modification in the digital society are revealed. The findings can be used in practice by company management when developing corporate governance strategies.

Abstract
The paper explores the impact of learning technologies on the development of the corporate knowledge base of modern organizations. The authors consider the action training technologies as an alternative to traditional training, which is based on the active involvement of enterprise employees in the process of generating and practical use of new corporate knowledge. A conceptual model of action training has been developed that is tested in large industrial enterprises participating in the national project “Productivity and Employment Support” in the Perm region. The study uses the methodology of system analysis, analysis methods of statistical information and expert data. There has been concluded the usage of the developed model of training by action in projects to increase productivity in industrial enterprises leads to the formation of positive effects. The practical application of the study results will allow a more reasonable definition of the implementation of training technologies for individual enterprises; will facilitate faster and more effective implementation of national programs and projects of the Russian Federation.

Abstract
The goal of improving the efficiency of public administration is a priority in the implementation context of the Digital Economy of the Russian Federation Program. The paper provides the formation of a strategy for managing public service personnel based on the principles of a management staff diversity and employees involvement to solve problems of increasing the level of personnel potential. The purpose of the study is to determine the requirements for public service management, to identify a new set of tasks for the top management of a company that transfers most of its activities to digital platforms. The author presents an approach to improving a company’s performance in the digitalization of economy and society. The implementation of the strategy for management excellence is based on the principle of “smart simplicity” and the formation of new professional qualities of the head of the public service. The paper gives a feature of using the 360-degree competency assessment methodology. It presents the world and domestic experience of changing the strategy of personnel management in a modern organization that has embarked on the path of digital transformation. The main requirements to the competence of the Executive who should have knowledge in professional and technical fields being able to think globally and have a wide managerial experience and vision, to have foresight being proactive to turn the company strategy into a new quality. A list of key indicators has been formulated that can be used for monitoring personnel management activities aimed at the successful implementation of a managerial excellence strategy.

Abstract
In modern conditions of increasing threats, challenges, dangers and threats of various types, it is necessary to create a system of innovative training of managers. The paper considers the formation of an innovation management strategy for education of managers on disaster risk reduction and the development of methodological support for this activity. In the course of work to achieve the goal, key tasks were solved: the organizational basis for the formation of an integrated education system was justified, proposals for creating an information and organizational learning innovation were developed, and the basis for a new unified innovative information and communication educational platform was created. Methodological recommendations for innovative training of managers are proposed. The research methodology provides for the creation of innovative and technological matrixes of Executive education based on modern methods of analysis and synthesis, expert assessments, modeling, analogies, and observation. The results of the research are the main provisions of the innovation management strategy for education of managers on disaster risk reduction, organizational and methodological support for this activity. On their basis, a comprehensive system of training managers has been created, and modern training programs and practices in the field of disaster management have been introduced. Recommendations for the consolidation of key modern achievements of science and technology in the educational sphere are formulated. The study may be of interest to state authorities in the formation and implementation of the state strategy of innovative management of education of managers, which provides a high modern level of training.

Abstract
The structural stability of the system to external influences is an important parameter of the transport and logistics task. In modern literature, the concept of structural stability is defined as applied to each individual problem, as a result of which there are difficulties in applying the developed methods to new problems. The paper describes assessing the stability of the functioning of transport and logistics systems. The methodological base of the research includes the theory of optimal control and multicriteria optimization; elements of graph theory are used as modeling tools, as well as numerical analysis to evaluate stability coefficients. A list of actions on the system in the form of elementary events over graphs, including their superposition, is proposed. There was proposed the concept of structural destruction of a graph that implies a partition of the graph into disconnected components. The formulation of the combined transport and logistics problem —  the search for flows and routes. The authors propose an efficiency coefficient for comparing the obtained solutions, as well as a stability coefficient for assessing the influence of structural changes in the graph on the solution of the problem. A computer simulation of structural destruction on test data sets was carried out. As a result of experiments series, the distribution of a special coefficient for elementary fracture processes was established, as well as an interval of permissible values   corresponding to a stable state of the system. The theoretical significance of the study lies in the possibility of using the results obtained at the stage of designing transport and logistics networks. From a practical point of view, the proposed tools can be used to assess the stability of the functioning of existing transport and logistics systems.
